Billboard near center of photo is missing several portions of it, but it appears to be an advertisement for a hotel in Madison. It has the AAA (triple A) logo and what I can see says "Downtown - Campus Area - 601 Langdon at Frances" and "Overlooking Lake Mendota - Free Parking". The first 5 letters of "overlooking" are missing, but I am fairly certain that is what the sign said.
